Government accused of ‘fiddling the figures’ on climate change

Sir Michael Scholar, head of the statistics watchdog, pointed out that the latest official figures on greenhouse gas reductions included carbon credits bought on the international market, rather than just the actuall fall in pollution.

At the same time energy campaigners accused the Government of “grossly inflating” the figures on energy efficiency by double counting both installation of loft lagging and sales from DIY stores.

China and India’s joint plan to cut greenhouse-gas emissions provides the developing world with an alternative to the global climate treaty that wealthier nations want them to sign in Copenhagen this year, analysts said.

Asia’s two biggest polluters from burning carbon-based fuels said they will collaborate on renewable power and energy- efficiency projects, in a memorandum of understanding yesterday in New Delhi. They rejected limits on their emissions proposed by industrialized nations under an international climate accord.

THE HIGHLY anticipated Senate climate-change bill sponsored by Senators John Kerry and Barbara Boxer makes noteworthy improvements on the similar bill passed by the House last summer. The Senate bill sets higher goals for reducing carbon emissions. But its two Senate sponsors must now avoid what happened in the House, where contentious negotiations served to water down a bill that started out to be every bit as ambitious as its Senate cousin.
